The European Fire Prevention & Rural Preservation Organization (EFPRP) formally announces the operational deployment of the European Fire & Risk Alert System (EFRAS). EFRAS is a highly specialized, coordinate-specific SMS notification infrastructure engineered to provide hyper-local environmental threat intelligence to individuals and vulnerable rural communities.
Infrastructure: The EFPRP Vanguard Message Grid (EVMG)
The operational backbone of EFRAS is the EFPRP Vanguard Message Grid (EVMG). The EVMG is a proprietary, closed-loop software and telecommunications architecture developed entirely in-house by the EFPRP. This robust digital infrastructure, engineered and directed by our IT & Digital Infrastructure Director, Ricardo Lozada Alvarez and his team, enables the low-latency dispatch of high-priority localized alerts across multiple European telecommunication networks.

When we set out to build the European Fire & Risk Alert System (EFRAS) on top of our Vanguard Message Grid, my team and I had a very straightforward goal: to create a system that is fiercely reliable when every second counts, while keeping your personal privacy completely secure.
Everything is encrypted, fully aligned with GDPR, and designed with clear operational boundaries. For instance, if a membership expires and isn't renewed, we permanently purge that dispatch data after thirty days, requiring a fresh opt-in if you ever rejoin. At the end of the day, our philosophy was simple: we wanted to build a tool that protects your land and your home with the exact same care and respect that we apply to your personal data.
From an engineering perspective, we designed the EVMG to be a lean, low-latency communications grid. but we also intentionally built it around strict data minimization principles.
Infrastructure Sustainability and Phased Access Provisioning
The continuous execution of an international SMS dispatch grid requires substantial operational expenditure, including server maintenance, API routing, and per-segment telecommunication carrier fees. To ensure the financial sustainability of this infrastructure, EFRAS is currently provisioned exclusively for active financial contributors to the EFPRP, structured through a phased deployment schedule:
Active Tier III Memberships (Immediate Availability): Current Tier III ongoing donors (€11.99/month) are eligible for access immediately. These members will gradually receive official correspondence via email, containing instructions to formally opt-in and complete the registration form to establish their initial monitoring coordinates.
One-Time Contributions (Pending Rollout): Provisioning for individuals submitting a single donation of €10.00 or greater, which grants full EFRAS access for a provisional period of three months upon opting in, will commence in the following weeks as grid capacity scales.
Geospatial Monitoring vs. Standard Regional Alerts
EFRAS operates as a supplementary intelligence tool and does not replace standard government emergency alerting systems, such as the European 112 system or standard Cell Broadcasts. Standard state-operated systems issue warnings based on broad regional cell-tower proximity.
The distinct operational advantage of EFRAS lies in its geospatial precision. Rather than broadcasting to an entire district, EFRAS monitors specific, user-defined GPS coordinates. This ensures that subscribers receive critical information regarding a specific designated location (such as a primary residence, a remote agricultural property, or a rural asset), regardless of their current physical location or international travel status.
Threat Detection, Verification, and Alert Classifications
To eliminate false positives and ensure absolute data accuracy, all proximity alerts undergo a rigorous, multi-tiered cross-verification process. The EVMG aggregates and confirms live data utilizing official local press reports, state government dispatches, Copernicus satellite imagery, and the European Forest Fire Information System (EFFIS), specifically the EFFIS Emergency Management Services (EMS).
Once verified, EFRAS dispatches standardized SMS notifications categorized as follows:
Seasonal Declarations: Official commencement and conclusion dates for the active fire season, including the enforcement of administrative outdoor burn prohibitions.
Risk Assessments: Regular regional fire danger index levels, scaled from Level 1 (Low Risk) to Level 5 (Extreme Danger).
Proximity Warnings: Immediate notifications triggered when an active, verified wildfire enters a 5-kilometer radius of the member's configured coordinates.
Evacuation Relays: Direct transmission of official evacuation orders mandated by local civil protection authorities.
Configuration Protocol and Telemetry Limitations
The system is designed for rapid configuration and dynamic updating to accommodate moving populations:
Initial Registration: Upon receiving their email invitation, subscribers define their exact environmental monitoring coordinates (address or GPS latitude/longitude) through the registration portal.
Dynamic Updating: Monitored coordinates can be updated remotely by sending an SMS to the EFPRP Support Team. Sector reallocations are processed and synchronized across the grid in less than 10 minutes.
Operational Constraints: To maintain optimal grid throughput and prevent server congestion, coordinate modifications are strictly limited to six per calendar month. At present, the system architecture supports the monitoring of one physical location and one registered mobile device per donor.

Ongoing System Evaluation and Performance Telemetry
As EFRAS enters its primary operational rollout, the EFPRP will commence a continuous, rigorous performance evaluation phase. Operating a high-throughput international message grid requires precise resource management, and this active research period is critical to determining the long-term logistical and financial sustainability of the platform.
Throughout this deployment phase, our teams will strictly monitor grid latency, API routing efficiency, and overall infrastructure efficacy. Furthermore, early adopters and Tier III subscribers will periodically be invited to participate in official EFRAS performance surveys.
The data gathered from your direct feedback will be instrumental, and anonymous. It will allow us to iteratively refine our digital architecture, optimize our proximity-alert algorithms, and ensure the system operates flawlessly before we consider any broader public expansion.
Data Privacy and Security
The EFPRP recognizes the critical sensitivity of location-based telemetry. We maintain a strict data privacy standard across the EVMG infrastructure.
Notably, the EVMG platform itself does not store names or specific physical street addresses; it processes strictly the registered mobile phone numbers and the member's declared monitoring coordinates. While these values are securely associated within the system for alert execution, they are isolated and are not directly synchronized with broader member identity records such as names or email addresses.
All stored telemetry is encrypted at rest and in transit, utilized exclusively for the execution of EFRAS security dispatches, and is never commercialized, shared with third-party entities, or utilized outside the explicit operational scope of wildfire defense and civil safety notifications.
Furthermore, in full compliance with GDPR provisions, users retain the absolute right to object to data processing and request the deletion of their records at any time. In alignment with data minimization principles, if a membership expires and is not renewed, all associated EVMG data is permanently purged from the system thirty days thereafter; should a subscription subsequently be reinstated, users will be required to re-opt-in and resubmit their configuration parameters.
