Europe’s rural landscapes, traditional settlements, and structures reflect generations of adaptation between communities and their local environments. From coastal trading harbors to alpine farming valleys, construction methods and settlement layouts developed around geography, available stone and timber, and regional environmental risks.
Today, these areas face continuous pressures from rural depopulation, changing weather patterns, and structural fires. When a rural settlement declines, the loss includes both the physical structures and the localized records, trade practices, and community history associated with them.
To address this, the European Fire Prevention & Rural Preservation Organization (EFPRP) has established the European Rural Heritage Library (ERHL).
The inaugural record in the collection documents the Vågen Harbor and Historic Bryggen Quayside in Bergen, Norway, inscribed as a UNESCO World Heritage Site. The harbor's timber tenements, constructed during the Hanseatic League’s control of the northern stockfish trade, survived largely due to municipal fire regulations. Because the pine buildings were constructed close together along narrow wooden passages, open flames, candles, and hearths were prohibited inside living quarters and warehouses. During the winter, workers slept in enclosed wooden box-beds built into the walls, relying on body heat and sheepskins for insulation. Cooking, warmth, and administrative business were restricted to detached masonry halls (Schøtstuer), monitored by designated night wardens. This regulatory discipline prevented the spread of fire through the harbor and provides an early example of institutional fire risk management in dense timber settlements.
The development of the ERHL platform was overseen by Alexios ELIZALDE XIROKOSTA, Chief Executive Officer, aligning rural conservation priorities with an open-access digital archive. Infrastructure engineering and system architecture were managed by the IT & Digital Infrastructure Department Director, Ricardo LOZADA ALVAREZ. Interface design and catalog functionality were implemented by Junior Web Developer Nils BRENNE, providing a structured catalog interface for spatial coordinates, photographic documentation, and historical narratives.
The technical platform runs on Cloudflare to maintain reliability and manage hosting expenses. Dynamic routing and catalog queries execute on Cloudflare Pages and serverless Functions, reducing latency by processing requests at edge locations near the user. Photographic files and archival data are stored in Cloudflare R2, which removes data transfer fees for public viewing. Internal curation tools and administrative routes are secured through Cloudflare Zero Trust authentication policies.
The European Rural Heritage Library is accessible to the public and open for research. The EFPRP invites cultural institutions, municipal archivists, and local researchers to consult the archive and submit documentation of regional heritage sites.
